Organization: the ESN - European Social Network - is the independent network for public social services in Europe. ESN brings together people who plan, manage, deliver and regulate social services in public authorities across Europe. ESN supports the development of effective social policy and social care practice through the exchange of knowledge and expertise. Their main believe is that social services should protect and support vulnerable people, respect the dignity and independence of people using services, pursue excellence in social work and care practice, listen to service users and respond to their needs, promote solidarity with disadvantaged people and communities and promote equality and non-discrimination. Job description: the project will include research review, questionnaires distribution, and a seminar with focus groups. The aim of the work is to produce a toolkit, which will look specifically at how local social services in cooperation with others can best support people furthest from the labour market. ESN is seeking to contribute to the debate on active inclusion from the perspective of social services by carrying out an analysis and assessment of current policy and practice, which will inform the current work and will conclude with a seminar and a specific toolkit on this theme.

Expected tasks include:

- the design of a questionnaire for ESN members. The questionnaire will include questions about policy/legislation in active inclusion of people furthest from the labour market; key issues on inclusive activation of people furthest from the labour market; practice examples (mid-May to mid-June June 2018)

- desk research/Literature review on the issues mentioned above (June-July 2018)

- analysis of the results of the questionnaire combined with desk research (August-September 2018)

- delivery of review and research background chapter (October)

- report with desk research and review findings, questionnaire findings, ESN members feedback should be ready by February 2019

 

Qualifications:

- Good knowledge of English and another European language since the expertise/research will be conducted in those two languages based on issues related to the topic, such as employment support for people with disabilities, NEETs, people with mental problems, single parent households, migrants and refugees, and long-term unemployed. 

- Ability to draft and analyse questionnaires, data and practices from public authorities across Europe

- Interest in learning directly from managers and directors key issues related to policy implementation

- Demonstrated capacity to deliver high quality outputs in an agreed timeframe

 

Wage/Fees:  the expected remuneration will be of 10,000 €
